Supreme Court Says Governors Cannot Hold State Bills Indefinitely

ରାଜ୍ୟପାଳଙ୍କ ଭୂମିକାକୁ ଅଣଦେଖା କରିପାରିବେ ନାହିଁ କୋର୍ଟ। ରାଷ୍ଟ୍ରପତି ଏବଂ ରାଜ୍ୟପାଳମାନଙ୍କୁ ବିଧେୟକ ମଞ୍ଜୁରୀ ପାଇଁ ସମୟସୀମା ସ୍ଥିର କରିବା ପ୍ରସଙ୍ଗରେ ଶୁଣାଣି ପରେ ସୁପ୍ରିମକୋର୍ଟ ଏଭଳି ରାୟ ଦେଇଛନ୍ତି। ରାଜ୍ୟ ସରକାରଙ୍କ ବିଲକୁ ଅନିର୍ଦ୍ଦିଷ୍ଟକାଳ ପାଇଁ ଅଟକାଇ ପାରିବେ ନାହିଁ ରାଜ୍ୟପାଳ। ବିଲ୍ ପାସ ପାଇଁ କୌଣସି ସମୟ ନିର୍ଦ୍ଧାରଣ କରିନାହାନ୍ତି କୋର୍ଟ। ଏହି ନିର୍ଦ୍ଦେଶ ବେଳେ କୋର୍ଟ କହିଛନ୍ତି ସମୟ ନିର୍ଦ୍ଧାରଣ କଲେ ଏହା ରାଜ୍ୟପାଳ ଓ ରାଷ୍ଟ୍ରପତିଙ୍କ କ୍ଷମତାରେ ହସ୍ତକ୍ଷେପ ହେବ। ଯାହା ସମ୍ବିଧାନକୁ ବିରୋଧାଚରଣ କରିବ। ତେବେ ବିଲକୁ ରାଜ୍ୟପାଳ ଅନିର୍ଦ୍ଦିଷ୍ଟ କାଳ ପାଇଁ ଅଟକାଇ ପାରିବେ ନାହିଁ। ଏଥିପାଇଁ ଏକ ସମୟ ସୀମା ନିର୍ଦ୍ଧାରଣ କରିବେ।

The Supreme Court has clarified that Governors cannot keep Bills passed by state governments pending for an indefinite period. The observation came during a hearing on whether a specific time limit should be fixed for Governors and the President to grant assent to Bills.
