Winter nights in Bhubaneswar have turned brutal for the city’s homeless and migrant poor. As temperatures hover around 13°C, many are forced to sleep under trees, at bus stops, on hospital verandas or in the open, wrapped only in thin sheets or torn blankets, battling bone-chilling cold.
