In Odisha, the Health & Family Welfare Department has clarified that pan masala products will not be banned if they do not contain tobacco or nicotine. This explanation came through an official letter sent to the Commissioners of the CT & GST and Finance Departments, dispelling earlier confusion following a notification on tobacco‑related product restrictions. Only products that contain tobacco or nicotine are covered under the prohibition.
