Orders review & amendment of the 2013 Act & 2014 Composite Action Plan to make law gender-neutral, add clear provisions against forced eviction, social boycott, community ostracism & inhuman acts. Emphasizes prevention, victim rehabilitation & restorative justice. Directs Home Dept & Women & Child Development Dept to jointly revise plan with short/long-term actions & strict penalties for negligence.
