However, he alleges that most of these societies remain under the control of BJD affiliates or former loyalists from the previous regime. This is preventing the current BJP government from introducing necessary reforms to streamline procurement, reduce irregularities like 'katni-chhatni' (unauthorised deductions), ensure timely payments, and lift all surplus paddy without caps. Mohapatra's statement counters opposition (BJD/Congress) attacks on the govt's handling of the ongoing kharif procurement season, where farmers face delays, distress sales, and limits (e.g., 150 quintal cap claims), amid Assembly protests and bandh calls. He urges allowing the BJP govt to reform the system for farmers' benefit.
