Despite the Odisha government invoking the Essential Services (Maintenance) Act (ESMA) to curb strikes by healthcare staff, government doctors have continued their Outpatient Department (OPD) shutdown protest across the state. Under the banner of the Odisha Medical Service Association (OMSA), doctors are halting OPD services for two hours daily as part of an ongoing agitation over their demands, which include pay parity and other service-related issues.
