New Mineral Rules Implemented in Odisha: Sand & Stone Quarry Leases to Be Allotted Through E-Lottery

The Odisha government has implemented new mineral rules under which sand and stone quarry leases will no longer be allotted through auctions but via an e-lottery system. The move aims to curb cartelisation and put a check on mining mafias. Under the new guidelines, the government will fix the Maximum Sale Price (MSP) to control rising market rates of sand and stone. Eligible applicants will be selected through a fully digital and transparent e-lottery process via the MSTC portal by submitting Form-C, along with a non-refundable application fee of ₹10,000 and 10% earnest money deposit. District-level technical committees have been formed for scrutiny, ensuring transparency and preventing manipulation. Existing leaseholders may also migrate to the new system if they wish.
