UGC's New Equity Regulations Spark Nationwide Student Protests; General Category Alleges Exclusion, Government Assures Fairness

The University Grants Commission (UGC) is embroiled in fresh controversy following the notification of the 'Promotion of Equity in Higher Education Institutions Regulations, 2026'. The rules mandate the formation of an "Institutional Development Committee" in colleges and universities, comprising the institute head, department heads, eminent persons, women teaching staff, and students. While previously focused on SC/ST representation, the new guidelines now include OBC categories in these committees. This inclusion has ignited protests, primarily from students belonging to the general category, who have taken to the streets in Delhi and other cities. They allege the rules make them feel "insecure" and that their rights are being diluted, questioning why no specific provision exists for general category students. Conversely, another section of students has welcomed the move, hoping it will address long-standing discrimination on campuses. Opposition parties have cautiously commented on the protests. In response, Union Education Minister Dharmendra Pradhan has stated that the regulations will not lead to discrimination against anyone and that protections for all, as per the Constitution, will be upheld.
